Claim: The Government has cancelled Free SHS
Verdict: False

Explanation
In determining the authenticity of the claim, we relied on two sources. The first source is the content of the memo referenced in the post. The second source is the official declaration, if any, of cancellation either by the Government of Ghana or any reliable media report/s.
We noticed that the memo referenced in the post did not mention the cancellation of the Free SHS programme, as claimed. The memo indicated that Regional directors of Education, who oversee the activities of schools in their respective regions, should inform all heads of Senior High Schools to engage with suppliers for the Items listed in the memo (and their accompanying prices).

It is worth noting that since 2017, when the FSHSP was initiated, the government has been purchasing uniforms for Senior High Students. The memo serves as a guide for all Senior High schools as they engage with their suppliers, ensuring the schools stay within the approved budget of the Ministry of Education.
Additionally, we found no credible publications on the subject matter on any official government websites or media outlets in the country.
